Texas: TDLR, TWC, and DPS in the same route.

Federal ELDT sets the theory and BTW baseline. Texas agencies add the state context around driver education, commercial training schools, licensing, and testing.

TDLR

The Texas Department of Licensing and Regulation licenses driver education and driver safety under Texas Education Code Chapter 1001 and 16 Texas Administrative Code Chapter 84. That framework includes a specific license for online course providers and requirements for licensed instructors, approved curricula, bonds, and records.

CDLCompliance does not claim to be TDLR-licensed for CDL training. Verify the applicable license and provider requirements with TDLR.

TWC

In Texas, commercial driver training and occupational training schools are overseen by the Texas Workforce Commission. TDLR’s driver education rules sit alongside that framework. CDL training providers must also follow the federal ELDT rule in 49 CFR Part 380 and be listed on the FMCSA Training Provider Registry.

DPS

Texas DPS administers the CDL knowledge and skills tests. Applicants must hold a Texas Commercial Learner’s Permit (CLP), and Texas requires the CLP to be held for at least 14 days before the CDL skills test.

Minimum CDL ages in Texas are 18 for intrastate driving and 21 for interstate driving.

Online-eligible vs. in person

Theory · online eligible

ELDT theory may be delivered 100% online by a TPR-registered provider. A driving simulator may be used in theory training, but it may never substitute for BTW training or a proficiency demonstration.

BTW · always in person

ELDT behind-the-wheel training can never be online. It is always in person, on a range and on public roads, in a representative commercial motor vehicle.

States may impose requirements stricter than the federal minimum. A state may require additional BTW hours, additional topics, or stricter instructor qualifications. Students must verify current FMCSA, TDLR, TWC, and Texas DPS guidance for their own path.

CDLCompliance provides online-eligible ELDT theory only. When requirements are met, completion is reported to the FMCSA Training Provider Registry. BTW training is provided in person by a partner school.
