The ELDT Completion Gate: What Must Happen Before the Skills Test

FMCSA ELDT requirements apply to many first-time CDL applicants, Class B-to-Class A upgrades, and applicants seeking their first hazardous materials, passenger, or school bus endorsement.

The required training may include:

  • Theory training
  • Behind-the-wheel range training
  • Behind-the-wheel public-road training
  • Theory-only training for certain endorsements, such as hazardous materials

One important compliance clarification: federal regulations do not require theory and behind-the-wheel training to occur in a specific order. Under 49 CFR §380.603, applicable theory and BTW portions may be completed in either order.

However, completing theory first is often the most practical path. It gives you the knowledge foundation to understand vehicle systems, safe operating procedures, inspections, hazard awareness, and other concepts before you begin hands-on driving.

Before you take the applicable CDL skills test, all required ELDT portions must be successfully completed and reported to the FMCSA Training Provider Registry (TPR). Texas DPS checks the applicable ELDT record through the TPR. If the required completion is not available, you may not be eligible to advance to the skills test.

For theory training, students must achieve a minimum overall assessment score of 80%. FMCSA does not prescribe a minimum number of theory hours. Instead, the required curriculum must be covered, and the student must demonstrate proficiency. No required topic may be skipped.

After successful completion, the provider reports the training to the TPR by midnight of the second business day. Training records must generally be retained for at least three years under 49 CFR §380.725.

Traditional classroom training can provide structure and direct instructor interaction. It can also require you to spend many hours away from work, family, or other important responsibilities.

A fixed classroom schedule may include:

  • Scheduled video instruction

  • Travel to and from the training location
  • Time away from paid work or personal commitments

Online theory training gives you another option. You can work through the required material when your schedule allows, including:

  • Evenings after work

  • Study periods planned around family responsibilities

Online learning does not reduce the importance of the curriculum. It changes how you access it.

You still review the required topics, complete assessments, and demonstrate understanding. The difference is that you have more control over when and where you study.

Self-paced learning works best when it includes a clear route for questions and support. In-class training can be valuable because a live instructor can explain difficult concepts, lead discussions, and answer questions immediately.

Permit Test Preparation

Prepare for the knowledge areas commonly covered on CDL permit tests. Permit preparation can help you review core concepts before you visit the Texas Department of Public Safety for testing.

Class A ELDT Theory

Complete the applicable Class A theory curriculum under 49 CFR Part 380, Appendix A. The curriculum includes required areas such as:

  • Non-driving activities

Class A applicants must also complete the applicable BTW range and public-road training in person. A simulator cannot replace required hands-on BTW training.

Requirements vary by endorsement. For example, the hazardous materials endorsement requires theory training, but it does not require BTW training. Always confirm the requirements that apply to your specific license goal.

English Proficiency Matters

Texas administers CDL knowledge and skills testing in English. Commercial drivers must also meet the English-language proficiency requirement under 49 CFR §391.11.

That means you must be able to:

  • Understand highway signs and signals
  • Respond to official inquiries
  • Complete required reports and records
  • Understand safety instructions
